The awful, awful, incompetent governor of Illinois has decided to close 11 state parks and layoff ~400 workers in various state agencies. One of these parks is Moraine View State Park in Leroy, IL. This is one of the few horseback riding areas in the state. Keep in mind, Central Illinois is mainly miles and miles of grain fields that are privately owned - we don't have a lot of recreation areas, and the 1000+ acres at Moraine View were some of the only real forest areas we have. I'm not sure if I'm more upset by the fact that the governor can get away with this, or the fact that our elected representatives don't seem to want to take him on. We've got to get moving on this, or it will be a done deal.
I got out of flying because it was too costly, and I got tired of the government crap that I had to go through all of the time - from the state to the federal to even the local zoning.
We got into horses as it seemed to be a great family activity, and we have such a great park at Moraine View only 20 minutes away. Oh well, another well made plan down the crapper. I guess I'll be riding on the highways now. Can we do this? Why, yes we can! From the Illinois Compiled Statutes:
(625 ILCS 5/11‑206) (from Ch. 95 1/2, par. 11‑206)
Sec. 11‑206. Traffic laws apply to persons riding animals or driving animal‑drawn vehicles.
Every person riding an animal or driving any animal‑drawn vehicle upon a roadway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by this chapter, except those provisions of this chapter which by their very nature can have no application.
